Uganda and United States Sign $1.7 Billion Health Financing Agreement
Kampala, Uganda: 3 September 2026
Uganda and the United States have signed a Strategic Objective Agreement (SOAG) operationalising roughly USD 1.7 billion in US health sector support running from 2026 to 2030. Finance Minister Henry Musasizi signed for Uganda, with US Embassy Chargé d'Affaires Mikael Cleverley signing on behalf of Washington. The agreement implements a Memorandum of Understanding reached in December 2025 covering prevention, detection and response to infectious disease threats.
The deal marks a significant shift from previous US assistance, most of which flowed off-budget through non-governmental implementing partners. Under the new framework, funding will increasingly move directly through Uganda's Ministry of Finance, giving government greater control over allocation and management. Cleverley said the arrangement reflects US confidence in Uganda's health leadership, while Musasizi stressed that foreign assistance cannot substitute for domestic spending, committing government to progressively increase its own contribution over the five-year period.
Health Minister Chris Baryomunsi welcomed the direct-financing model, noting Uganda continues to face a heavy burden of both communicable and non-communicable disease requiring sustained external and domestic investment. The agreement covers institutional strengthening, workforce capacity and health system planning, not just disease-specific programming.
