National Coordinator Hon. Dennis Galabuzi Ssozi has detailed a series of transformative strategic reforms for Uganda's Parish Development Model (PDM) SACCOs. These reforms, promoted through early May, expand SACCO membership to all parish residents, regardless of whether they belong to a specific enterprise group. This democratization of access to the Parish Revolving Fund (PRF) is intended to ensure that the "financial engine" of the parish is governed by the people it serves. From a supply chain perspective, the PDM is crucial for lifting subsistence households into the money economy, thereby creating a robust ground-level market for goods and services. The reforms also introduce strict measures against fraud and extortion to protect the integrity of the funds. By ensuring that credible and service-oriented individuals lead these institutions, the government aims to maximize the impact of rural development capital. This initiative is a cornerstone of Uganda's strategy to achieve inclusive high middle-income status.
