Somalia Launches New Breast-Milk Substitute Regulations

MOGADISHU, Somalia — 1 August 2026

Somalia has introduced new national regulations governing breast-milk substitutes as the country marked the beginning of World Breastfeeding Week 2026. The regulations were officially signed and launched on 1 August 2026 by Somalia's Federal Ministry of Health and Human Services in partnership with UNICEF, WHO and other partners.

The new framework is intended to strengthen protection, promotion and support for breastfeeding across Somalia's health system. The launch brings together public-health policy and child nutrition at a time when Somalia continues to face significant humanitarian and food-security pressures.

The Federal Ministry of Health, UNICEF and WHO called for stronger implementation and enforcement of the regulations, alongside expanded community-based breastfeeding counselling and support for mothers. The partners also highlighted the need to strengthen monitoring, evidence-based programming and maternity protection while promoting breastfeeding-friendly workplaces and public spaces.The regulations form part of a broader effort to create an environment in which mothers can access accurate information and skilled support to breastfeed successfully.

For Somalia's development sector, the policy is significant because breastfeeding is closely connected to child survival, nutrition and early development. Strengthening breastfeeding support can also reduce pressures on household food budgets and contribute to healthier childhood development. The launch also demonstrates the importance of translating global health recommendations into national regulatory frameworks.

Development significance: Somalia's new breast-milk substitute regulations strengthen the policy infrastructure around infant and young-child nutrition while placing greater responsibility on government institutions, health professionals, employers and communities to support breastfeeding.
