Somalia Launches Five-Year WFP Strategy for Food Security and Resilience

MOGADISHU, Somalia — 4 August 2026

Somalia has launched the World Food Programme (WFP) Country Strategic Plan 2026–2030, establishing a new five-year framework that links food security with resilience, livelihoods and longer-term development.

Deputy Prime Minister Salah Ahmed Jama launched the strategy in Mogadishu on 4 August at an event attended by government officials, United Nations representatives, ambassadors and development partners. Somalia's official state news agency reported that the strategy is aligned with the country's National Transformation Plan and wider development priorities.

The plan focuses on strengthening food security in rural and urban communities while supporting greater self-reliance among populations affected by drought, climate change and conflict.

It also seeks to support sustainable livelihoods and agricultural production, reflecting the growing need to connect humanitarian assistance with measures that enable households and communities to withstand repeated shocks.

That approach is particularly relevant to Somalia, where climate shocks, displacement, conflict and food insecurity continue to overlap. Recurrent drought and other climate pressures can erode livelihoods and agricultural production, increasing dependence on humanitarian assistance.

The new strategy therefore places resilience alongside immediate food assistance. Its success will depend in part on how effectively humanitarian interventions connect with agricultural recovery, livelihoods, markets and national development systems.

The strategy also highlights the importance of coordination between Somalia's government, WFP and other development and humanitarian partners.

For Somalia's development community, the five-year framework provides an opportunity to move further from crisis-by-crisis interventions toward investments that help households recover, protect livelihoods and reduce vulnerability to future shocks.

The central development challenge will be translating the strategy into sustained food security and greater household resilience, particularly among communities repeatedly exposed to climate and conflict-related disruption.
