Rwanda Cabinet Approves Concession for High-Value Therapeutic Crops Investment

Kigali, Rwanda | Cabinet meeting 24 July, reported 27 July 2026

Rwanda's Cabinet, chaired by President Paul Kagame, approved a concession agreement between the government and InipasvalleyRw Ltd for the High Value Therapeutic Crops Project at its 24 July meeting, with reporting carried on 27 July.

Medical marijuana remains the only high value therapeutic crop currently legalised for cultivation, processing and export in Rwanda, part of a wider government push to attract investment into the sector since regulatory guidelines were first approved in 2020. The Rwanda Development Board did not clarify by press time whether the newly approved concession covers medical cannabis production specifically.

The same Cabinet sitting also approved Rwanda's Food Innovation Ecosystem Strategy and the establishment of a Rwanda Food Innovation Partnership intended to fast track investment and job creation in food systems, alongside plans to advance the Rwanda Institute of Computing and the national eKash digital payments platform as part of the country's digital economy agenda.
