Kenya Chief Justice Launches Five-Part Justice Sector Reform Package

Chief Justice Martha Koome unveiled five justice sector reform instruments at the 38th National Council on the Administration of Justice meeting in Mombasa on 27 July, covering digital transformation, survivor centred handling of sexual and gender based violence cases, and people centred justice delivery.

The package includes a Justice Sector ICT Policy and Action Plan to guide integration of case management systems across justice institutions, and Standard Operating Procedures on Sexual and Gender Based Violence intended to reduce secondary victimisation of survivors through clearer institutional coordination.

Koome also launched People Centred Justice Guidelines alongside an accompanying study, and cited progress already achieved, including electronic transmission of criminal case files between the Judiciary and the Office of the Director of Public Prosecutions. The Council is separately considering an Open Prison Model to expand rehabilitation focused correctional alternatives. Koome told delegates that success should be measured by citizens' lived experience of the justice system rather than case statistics alone.
