IGAD ministers commit to institutionalising early disaster action across Eastern Africa
Ministers from seven of the Intergovernmental Authority on Development's (IGAD) eight member states have committed to making anticipatory action a standard part of disaster risk management, so that responses to predictable hazards begin before disasters escalate.
The Mombasa Ministerial Declaration on Anticipatory Action was adopted on 30 October 2026 during the ministerial segment of the Second Eastern Africa Dialogue Platform on Anticipatory Action, held in Mombasa from 28 to 30 October. The declaration names Djibouti, Ethiopia, Kenya, Somalia, South Sudan, Sudan and Uganda as the participating member states.
Governments committed to establishing, by 2027, nationally agreed anticipatory action protocols for priority hazards. The protocols are to set trigger thresholds, assign institutional responsibilities, define agreed actions across sectors and secure financing in advance.
The declaration also commits governments to strengthen multi hazard early warning systems that reach communities, to link forecasts to early action through predefined triggers and procedures, and to increase predictable financing arranged in advance. It lists dedicated national and subnational budget allocations, contingency financing and disaster risk financing instruments such as risk transfer and blended finance. Governments also pledged to share risk information across borders.
IGAD's Climate Prediction and Applications Centre (ICPAC) was asked to support implementation through a regional monitoring and reporting framework and annual progress reviews. The declaration also calls on development partners to align their support with nationally led priorities.
