IFAD, Equity Group Launch USD 200 Million Climate Adaptation Fund for East African Farmers

The International Fund for Agricultural Development (IFAD) and Equity Group have launched a USD 200 million blended finance mechanism designed to get climate adaptation capital directly into the hands of East Africa's smallholder farmers and rural businesses, a segment that has long struggled to access such funding despite growing exposure to climate shocks.
The Africa Rural Climate Adaptation Finance Mechanism (ARCAFIM) was unveiled at the Africa Food Systems Forum 2026 in Kigali, with Equity Bank Kenya Managing Director Moses Nyabanda and IFAD Vice President Dr. Gérardine Mukeshimana signing the agreement. The twelve-year facility will operate across Kenya, Uganda, Tanzania and Rwanda, combining USD 180 million in lending capital with roughly USD 20 million in technical assistance. Equity Group is matching concessional capital from its own balance sheet, with co-financing from the Green Climate Fund, Finland's Ministry for Foreign Affairs, the Nordic Development Fund, Denmark and the European Union.
ARCAFIM aims to reach approximately 260,000 smallholder producers and 500 rural micro, small and medium enterprises, with at least half of beneficiaries expected to be women and 30 percent youth. As the lending capital revolves through roughly four investment cycles, partners project it could generate around USD 266 million in total loans. The initiative is expected to strengthen food security for 1.2 million people and benefit an estimated 1.5 million in total.
Organisers describe commercial permanence as the measure of success: the goal is for climate resilience lending to remain a standard business line for African financial institutions long after the concessional capital has been deployed.
