Fitch Affirms Uganda's 'B' Rating as Oil Production and Growth Prospects Shape Outlook

KAMPALA, Uganda — 7 August 2026

Fitch Ratings has affirmed Uganda's long-term foreign- and local-currency issuer default ratings at 'B' with a Stable Outlook, maintaining its assessment as the country approaches a potentially significant period of economic expansion linked to oil production.

The rating agency's 7 August assessment places Uganda's sovereign credit profile within the 'B' category while maintaining a stable outlook. Fitch's assessment is relevant as Uganda prepares for the start of commercial oil production and continues investing in infrastructure and economic transformation.

The development comes against a broader policy push to mobilise investment and expand productive capacity. Uganda's government expects oil production to become an increasingly important contributor to economic growth, while infrastructure projects and investment in agriculture and industry remain central to the country's development strategy.

Credit ratings matter to development finance because they influence how investors and lenders assess sovereign risk and the cost at which governments and companies can access international capital.

For Uganda, maintaining a stable rating will depend on how effectively the country manages the transition into oil production while maintaining fiscal discipline and debt sustainability.

The development significance is therefore less about the rating itself than what happens next. Oil revenues could create additional fiscal space for infrastructure and social investment, but they also increase the importance of strong public financial management, transparency and institutional capacity.

Uganda's challenge will be converting anticipated petroleum revenues into productive long-term investment rather than short-term expenditure, while protecting the wider economy from commodity-price volatility.

The stable outlook provides some policy space, but the coming period will test the country's ability to translate expected oil-led growth into broader and more sustainable economic gains.
