Ethiopia's National Dialogue Conference Enters Second Week with 4,000 Delegates Deliberating Constitutional Reform
ADDIS ABABA — 23 July 2026
Ethiopia's National Dialogue Conference, which opened on 15 July 2026 in Addis Ababa, is examining some of the most sensitive questions in the country's political life, including federalism, citizenship, and the constitutional amendment process. The three-week conference has brought together more than 4,000 representatives from regional states, political parties, civil society organisations, religious institutions, and the diaspora, deliberating on state-building, national identity, the structure and form of government, the administration of federal cities, institutional reform, the rule of law, human rights, anti-corruption, and peacebuilding.
EU High Representative for Foreign Affairs and Security Policy Kaja Kallas, who visited the conference during her 15 July engagement in Addis Ababa, praised the dialogue as an inclusive, grassroots-driven initiative. "I had the possibility to visit the National Dialogue, and it is really impressive," she said, describing it as a process in which teachers from villages and people from different walks of life come together to discuss critical issues.
During her Addis Ababa visit, Kallas held high-level talks with Prime Minister Abiy Ahmed and Foreign Affairs Minister Gedion Timothewos, focusing on expanding Ethiopia-EU relations, strengthening EU-Africa cooperation, addressing regional security challenges, and enhancing trade and investment partnerships.
