East African Community's new financing formula and budget take effect

A revised financing formula for the East African Community took effect, requiring the bloc's eight partner states, Burundi, the Democratic Republic of the Congo, Kenya, Rwanda, Somalia, South Sudan, Tanzania and Uganda, to fund half the Community's budget through equal contributions and half according to each country's economic size. The reform, agreed by Heads of State at an earlier summit, accompanies a budget of 110.9 million United States dollars for the 2026 to 2027 financial year, presented to the East African Legislative Assembly by Council of Ministers chairperson Rebecca Kadaga.
The EAC Secretariat received the largest single allocation under the new budget, at 59.7 million dollars, up from 55.2 million dollars in the previous financial year, reflecting a two percent salary increase approved by the Heads of State Summit in March. Under the reform package, nominations for top Community positions including Secretary General and Deputy Secretaries General are now tied to ratification of legal instruments and full implementation of integration roadmaps by member states, with Rwanda, South Sudan, Tanzania, the Democratic Republic of the Congo and Somalia directed to conclude national consultations on the EAC political confederation constitution.
The reforms follow years of arrears among partner states, with the Democratic Republic of the Congo, Burundi and South Sudan among the largest debtors before Heads of State agreed to waive half of outstanding arrears on condition the balance is repaid within two years from March 2026.
