Regional leaders explore a joint refinery project to reduce reliance on imported fuel.

On 23 April 2026, President William Ruto announced during an infrastructure financing conference in Nairobi that East African countries, including Kenya, Tanzania, Uganda, South Sudan, and DR Congo—are discussing plans to build a regional oil refinery at Tanga, Tanzania.

Speaking at the event, Ruto emphasized that the initiative aims to shield the region from global supply shocks and reduce dependence on imported refined petroleum.

Nigerian industrialist Aliko Dangote also indicated his readiness to lead the project, stating he could deliver the refinery within four to five years if governments align behind the plan.

This marks a major shift toward regional energy self-sufficiency, signaling that East Africa is beginning to think beyond national solutions.
