EAC Opens Competition Inquiry Into Proposed Vivo Energy Rwanda Acquisition
The East African Community Competition Authority has opened an inquiry into a proposed transaction that would see MMPG Limited acquire Vivo Energy Rouge Holdings and, indirectly, Vivo Energy Rwanda.
The notice issued on 16 September concerns the proposed combination of MMPG's regional petroleum, logistics and distribution activities with Vivo Energy Rwanda's petroleum business.
MMPG is part of the Mount Meru Group, which operates across six EAC Partner States: Burundi, the Democratic Republic of Congo, Kenya, Rwanda, Uganda and Tanzania. Its activities include petroleum distribution, transport and logistics, convenience retail, gas-related activities and several manufacturing and import businesses.
Vivo Energy Rwanda operates an Engen-branded network and is involved in sourcing, storing, distributing and selling petroleum products.
The EAC Competition Authority said its inquiry will examine whether the proposed merger could substantially lessen competition within the Community or conflict with the public interest.
The Authority has invited competitors, suppliers, customers and other interested stakeholders to submit written representations by 7 October 2026.
The inquiry illustrates the expanding role of regional competition regulation as companies consolidate operations across EAC markets.
