EAC ministers adopt regional AI and digital transformation strategies, approve university AI module

East African Community (EAC) ministers responsible for education, science and technology, culture and sports have adopted regional strategies on artificial intelligence (AI) and digital transformation, and endorsed a regional Biotechnology Strategy.

The decisions were taken at the 21st Sectoral Council on Education, Science and Technology, Culture and Sports, held from 27 to 31 October 2026 at the Inter-University Council for East Africa (IUCEA) headquarters in Kampala, Uganda.

Ministers approved an AI Foundational Module for undergraduate students across all disciplines and urged partner states to consider integrating it into degree programmes. They also approved the establishment of a Regional Artificial Intelligence Network of Universities to strengthen cooperation in research, innovation and AI education, and endorsed three instruments for integrating AI into teacher education. Plans to develop certification benchmarks for the use of AI in Kiswahili were also approved.

In a separate decision, ministers approved the EAC Technical and Vocational Education and Training (TVET) Qualifications Framework. It is expected to improve the comparability and recognition of technical qualifications across partner states and support the movement of labour.

The Council also adopted the EAC Kiswahili Language Policy for submission to the Council of Ministers. Ministers expressed concern that some public and private universities continue to charge students from other partner states higher tuition fees than local students.
