EAC launches South Sudan consultations on regional political confederation constitution
South Sudan has begun national consultations on the proposed Constitution of the East African Community Political Confederation, opening a public engagement process intended to gather citizens' views on the region's political integration agenda.
The East African Community announced the development on 25 September 2026 following the launch of consultations in Juba on 24 September. The process is scheduled to run until 7 October.
The consultations are intended to bring together government institutions, Parliament, the Judiciary, academia, civil society, the private sector, youth, women, persons with disabilities, faith-based organisations, political parties and the media.
The Political Confederation is envisaged as a transitional framework towards the EAC's longer-term objective of political federation. It is intended to provide a structure for deeper political cooperation, coordination and governance among Partner States.
South Sudan is the fifth EAC Partner State to conduct national consultations on the constitutional process, following Uganda, Kenya, Burundi and Rwanda.
The regional initiative began with a constitution-making process launched in Entebbe, Uganda, in 2018 under the political leadership appointed by the EAC Heads of State.
The consultations provide an opportunity for citizens and organised groups to contribute views on the proposed framework. Their participation is particularly relevant to discussions about regional governance, institutional arrangements and the future relationship between Partner States.
The EAC has described public participation as central to ensuring that the constitutional process reflects the aspirations and expectations of East Africans.
