EAC health ministers advance regional mechanisms for outbreak preparedness and medical procurement

Health ministers from East African Community (EAC) Partner States have advanced regional measures intended to improve preparedness for infectious disease outbreaks and strengthen coordination between national health systems.

The EAC announced the outcome on 8 October following the 26th Ordinary Meeting of its Sectoral Council of Ministers of Health, which concluded in Arusha on 6 October 2026.

The meeting advanced three regional mechanisms: the EAC Health Decisions and Directives Tracking Mechanism, the EAC Pooled Procurement Mechanism and the Regional Information Sharing Platform for Pandemic and Epidemic Intelligence.

The decisions come as East Africa faces continuing cross-border public health risks, including the Bundibugyo virus disease outbreak in the Democratic Republic of the Congo and the imported case confirmed in Kenya on 6 October.

The proposed tracking mechanism is intended to improve accountability by monitoring whether regional health decisions are implemented. Ministers called for regular reviews and a decision implementation dashboard to make progress easier to assess.

Pooled procurement can help participating countries coordinate demand for medicines and health commodities, potentially improving purchasing efficiency and supply reliability. A regional information-sharing platform can support earlier identification of emerging threats and better coordination of response measures.

The initiatives reflect a broader effort to treat health security as a regional responsibility rather than an issue that individual countries can address independently.

Their impact will depend on implementation, reliable information exchange, national participation and sustained financing. The EAC announcement confirms progress on the mechanisms but does not establish that all three are fully operational.
