EAC Attorneys General Convene in Arusha to Advance Regional Legal Instruments
ARUSHA, Tanzania — 29th August 2026
The East African Community's Sectoral Council on Legal and Judicial Affairs opened its 26th meeting at EAC Headquarters in Arusha in the reporting week, bringing together Attorneys General from across the bloc's partner states to provide legal input on regional instruments. The meeting was scheduled to conclude on 29 August 2026.
The Sectoral Council is one of the EAC's technical decision making organs and plays a central role in harmonising legal frameworks among partner states before matters are tabled before the Council of Ministers and, ultimately, the Summit of Heads of State. Its deliberations typically cover pending protocols, amendments to community law, and judicial cooperation arrangements that underpin the bloc's Customs Union, Common Market and monetary integration pillars.
The gathering follows a year of institutional transition for the Community, which in March 2026 saw Uganda's President Yoweri Museveni assume the Summit chairmanship from Kenya's President William Ruto, and Tanzanian diplomat Ambassador Stephen Mbundi confirmed as the eighth Secretary General. The EAC has also been progressing its 7th Development Strategy for 2026/27 to 2030/31 and continues to publish its official Gazette on a rolling basis, with Volume AT 1 No. 23 issued on 5 August 2026.
Legal harmonisation remains a persistent challenge for the eight member bloc, given differing national legal traditions and the pace at which partner states domesticate community instruments. Outcomes of the Arusha meeting were expected to feed into subsequent Council of Ministers deliberations later in the year.
