BADEA Becomes Sixth Development Partner of Horn of Africa Initiative

HORN OF AFRICA — 1 August 2026

The Arab Bank for Economic Development in Africa (BADEA) has joined the Horn of Africa Initiative (HoAI) as its sixth development partner, strengthening the financing platform supporting regional cooperation in the Horn.

The announcement was made by the Horn of Africa Initiative on 1 August 2026. The HoAI brings governments and development partners together around regional priorities including infrastructure connectivity, trade, economic integration, private-sector development and peace and stability. BADEA’s entry expands the development-finance network available to the initiative at a time when countries in the Horn face significant financing needs. The region requires investment across transport corridors, energy, digital connectivity, trade infrastructure, water systems and productive sectors.

Regional financing mechanisms are particularly important because many of these challenges cross national boundaries cannot be addressed effectively through individual country programmes. For example, infrastructure connecting Ethiopia, Djibouti, Somalia and neighbouring countries can simultaneously influence trade, logistics, food security and private-sector investment. The addition of another development-finance institution could therefore improve the ability of the initiative to mobilise capital around regional projects.

It also reflects the growing importance of development partnerships that combine political coordination with financing.

Development significance: The expansion of the Horn of Africa Initiative’s development-partner base could strengthen the region’s capacity to finance cross-border infrastructure and economic-integration priorities.
