African education leaders examine financing under fiscal pressure at Nairobi symposium

African policymakers, education researchers and development partners met in Nairobi from 21 to 23 October for the fifth Global Partnership for Education Knowledge and Innovation Exchange (GPE KIX) Africa Research Symposium, held on the theme of education financing amid fiscal constraints. According to the African Union, the symposium was convened by the GPE KIX Africa 19 and Africa 21 Hubs as a joint endeavour with Canada's International Development Research Centre (IDRC).

The meeting brought education and finance officials together with researchers to examine how African countries can finance equitable, quality education while public resources are under pressure and demand is rising. The African Union says discussions focused on connecting research and reliable education data with budget decisions, through stronger coordination between education ministries, finance ministries and parliaments.

The programme covered five areas: equitable education financing, early learning and teachers, secondary education and skills, education data systems, and resilience to crises. Sessions included financing education in fragile and conflict affected contexts, with country experience from the DRC, South Sudan, Ethiopia and Haiti.

For East African governments, budget allocations alone do not guarantee learning outcomes. Funds must reach schools predictably, disadvantaged learners must be adequately resourced, and expenditure and results must be tracked. Education data is most useful when ministries of education, finance ministries and parliaments use it to decide where resources are needed and whether spending is producing results.

For development partners, the symposium offers a framework for assessing education investment on equity, execution and accountability rather than on headline funding alone.
