Adaptation Fund approves nearly US$35 million for climate resilience in the Horn of Africa and Rwanda

The Adaptation Fund Board has approved nearly US$35 million for two climate resilience projects in the Horn of Africa and Rwanda, both to be implemented by the United Nations Development Programme (UNDP). The approvals were made on 23 October at the close of the Board's 47th meeting in Bonn, Germany, where it approved US$98.8 million in new projects in total, according to the Fund.

The larger project, worth US$30 million, is a regional initiative covering Ethiopia, Kenya and Somalia. Listed on the Fund's project page as enhancing the adaptive capacity and community resilience of pastoralist and agro pastoralist communities in the Mandera Triangle, it is a five year project in the disaster risk reduction and early warning sector. Its executing entities are Kenya's National Drought Management Authority, Ethiopia's Ministry of Planning and Development, Somalia's Ministry of Finance through its National Climate Fund, the Intergovernmental Authority on Development (IGAD) at regional level, and UNDP.

The second approval is a single country locally led adaptation project in Rwanda, listed by the Fund at US$4.9 million. The proposal reviewed by the Fund's project committee requested about US$4.97 million, so the final grant should be confirmed against the approved project document. The proposal reviewed by the Fund's project committee focuses on drought prone food basket zones in the Eastern Province districts of Kayonza, Gatsibo and Nyagatare.

Both projects target communities exposed to recurring drought, flooding and unpredictable rainfall. In the Mandera Triangle, the role of national drought and finance institutions alongside a regional body points to an emphasis on cross border coordination and early warning.

The development test will be whether the funding translates into reliable water supplies, better preparedness and more resilient household incomes.
