Uganda and the World Bank are advancing discussions on a new partnership framework, marking a significant development in relations between the country and one of its largest development financiers.
The discussions come nearly three years after the World Bank paused approval of new lending operations following concerns related to Uganda's Anti-Homosexuality Act. While ongoing projects continued to receive support, the suspension affected the pipeline of future investments and introduced uncertainty around long-term development financing.
The proposed framework is expected to guide cooperation across sectors including infrastructure, agriculture, education, health, climate resilience, and economic transformation.
Uganda continues to face growing demand for investment in transport networks, energy access, urban development, and youth employment. Government officials have repeatedly emphasized the need for affordable development finance to support implementation of national development priorities and Vision 2040 objectives.
The World Bank remains one of Uganda's largest development partners, with a portfolio spanning roads, water systems, refugee support programmes, education initiatives, and agricultural modernization projects.
Officials from both sides have indicated that discussions are focused on ensuring development investments continue to support poverty reduction, job creation, and improved service delivery.
