Rwanda Puts Water and Sanitation Systems at Centre of Regional Development Agenda

KIGALI, Rwanda — 18 August 2026

Rwanda has brought water and sanitation to the centre of a regional development discussion, hosting the Africa Water and Sanitation Systems Leadership Symposium in Kigali from 17–21 August.

Prime Minister Justin Nsengiyumva opened the symposium on 18 August, emphasising that the success of water and sanitation investments should ultimately be measured by improvements in the quality, reliability and sustainability of services delivered to communities.

The symposium provides a platform for policymakers and sector leaders to consider how African countries can strengthen water and sanitation systems rather than relying primarily on individual infrastructure projects.

That distinction is important. Water infrastructure requires not only capital investment but also effective institutions, maintenance systems, financing models, technical capacity and reliable service delivery.

Across East Africa, rapid urbanisation, population growth and climate variability are increasing pressure on water resources and sanitation systems. Inadequate services can affect public health, productivity, education and household incomes, particularly in rapidly growing urban settlements and underserved rural areas.

The Kigali meeting therefore addresses a development issue that cuts across multiple sectors. Improved water and sanitation services can reduce disease risks, support healthier communities and strengthen resilience to climate shocks.

Rwanda's decision to host the regional symposium also places the country within a wider African effort to strengthen sector leadership and institutional capacity.

The immediate question is whether discussions can produce practical reforms and investment priorities that countries can implement after the meeting.

The broader development challenge is straightforward: Africa needs water and sanitation systems that remain functional, affordable and resilient long after infrastructure projects are completed.
