A new regional workforce development initiative supported by the World Bank is placing renewed attention on skills development across East Africa as governments seek solutions to rising youth unemployment and persistent labor market mismatches.

The programme aims to strengthen technical and vocational education, improve workforce mobility, and align training systems with emerging economic opportunities across the region.

Despite improvements in access to education over the past two decades, employers continue to report difficulties finding workers with the practical and technical competencies required in sectors such as manufacturing, logistics, healthcare, agribusiness, renewable energy, and technology.

The challenge has become increasingly urgent as East Africa's youthful population continues to expand. Millions of young people enter the labor market each year, while employers and investors consistently identify skills shortages as a constraint to growth.

The initiative seeks to support reforms in training institutions, expand industry partnerships, and strengthen pathways between education and employment.

Several governments have identified workforce readiness as a key pillar of economic competitiveness as digital technologies, automation, and changing labor market demands reshape employment opportunities across the continent.
