East Africa Moves Closer to Integrated Cross-Border Payment System

ARUSHA, Tanzania — 24 August 2026

The East African Community has moved from planning to implementation of its regional cross-border payment agenda, inaugurating three technical working groups tasked with translating the EAC Cross-Border Payment System Masterplan into concrete reforms.

The working groups were inaugurated following a five-day joint meeting held in Mombasa, Kenya, from 18–22 August. Representatives from the central banks of all eight EAC Partner States participated alongside the EAC Secretariat and development partners including the World Bank, GIZ, FSD Network and TradeMark Africa.

The initiative is intended to make cross-border payments across East Africa more integrated, secure, affordable and inclusive. The Masterplan contains 20 strategic initiatives covering governance and regulation, infrastructure, financial inclusion and institutional capacity.

Among the mechanisms being considered is a regional passporting system for payment-service providers, potentially allowing appropriately licensed providers in one Partner State to offer authorised services elsewhere in the Community without repeating the entire licensing process.

The initiative has significant implications for regional trade. Small traders, migrant workers, businesses and households routinely move money across EAC borders, but fragmented payment systems, regulatory differences and transaction costs can make those transfers expensive and slow.

For East Africa's digital economy, interoperable payments could become as important as physical transport corridors. Faster and cheaper transactions can support e-commerce, remittances, informal cross-border trade and regional business expansion.

The challenge will now be implementation. Harmonising regulations across eight jurisdictions, upgrading infrastructure and establishing effective oversight will require sustained political and technical cooperation.

The latest development signals that East Africa is moving toward a more connected regional digital financial market, with potential benefits extending well beyond banking.
