KIGALI, 15–16 June 2026.

The East African Community launched national stakeholder consultations in Rwanda on 15 June on the drafting of a constitution for the proposed EAC Political Confederation. The exercise opened in Kigali and will extend to Rubavu, Huye, and Nyagatare before concluding on 27 June.

Rwanda becomes the fourth Partner State to complete the process, following Burundi, Uganda, and Kenya. The consultations are coordinated by the EAC Secretariat in collaboration with the Rwandan government, guided by constitutional experts appointed by the EAC Council of Ministers in 2019.

EAC Secretary General Ambassador Stephen P. Mbundi, speaking at the Kigali launch, said the consultations are designed to involve a broad cross-section of society, including the Rwandan Presidency, Parliament, Judiciary, civil society, academia, the private sector, youth, women, persons with disabilities, faith-based organisations, and political parties.

Rwanda's Minister of State for Foreign Affairs, Dr. Uster Kayitesi, reaffirmed Rwanda's commitment and stated that regional integration remains critical for addressing shared challenges in trade, investment, and infrastructure. The Political Confederation is envisioned as the fourth and final pillar of EAC integration, representing a transitional stage toward a Political Federation of East African States, a goal endorsed by EAC Heads of State in 2017.
